The City of Temecula has a "zero" tolerance for dogs off leash and not under the control of their owner. To report an unleashed dog to Animal Control, take a photo, and provide the address where the animal lives. If a dog is not restrained by a leash or tether of some kind the dog is considered to be "at large". This can result in impoundment and/or a citation being issued. Confinement of your dog is your responsibility even if you're not at home. Make sure to check fences and gates, and to lock your gates.
Dogs at large are considered by Animal Control to be a public safety issue and could be deemed a public nuisance for continuing violations. You as the owner, are financially responsible for costs associated with any injury your animal may cause to a person, another animal or property. Citations include costs for impounding and shelter, including any fees applicable to your City. If your dog is unaltered, there will be an additional state mandated charge of $35.00 added to any fees. This could also include a mandatory appearance in court.
In addition, there are County Ordinances that require owners to carry waste clean-up materials and dispose of their animal waste properly. Please be courteous to your fellow neighbors when walking your animals, and do not allow them to soil, litter or destroy private property or Association common areas.
