The City of Temecula has been mandated by the State of California to prohibit pollutants from entering our creeks, streets, gutters, catch basins, and any other drainage system that conveys storm flows into local waterways. A pollutant is any material that can contribute to the degredation of water quality or riparian habitat. Common pollutants include chemicals, pet waste, litter, paints, soaps, solvents, vehicle fluids, wash water, even grass clippings, pool water discharges, and landscape irrigation runoff. Other than storm water, almost all discharges are now considered illegal. Any person who generates, contributes to, or causes an illegal discharge is in violation of State regulations, and the City's municipal code. Breaches are subject to enforcement measures, including stiff fines by both the State and City.
